Breast Cancer Patients Have Unrelated Plastic Surgery After Reconstruction

Some breast cancer patients who've had breast reconstruction after mastectomy also undergo cosmetic surgery in an effort to further boost their self-image and self-esteem, according to a new study.


Researchers looked at 1,214 women who had breast reconstruction between 2005 and 2012, and found that 113 of them later had cosmetic procedures. Of those, 42 responded to a survey asking them why they decided to have procedures such as liposuction (33 percent), a facelift (19 percent), and eyelid surgery (12 percent).


The most common reason given by the women for having cosmetic surgery was the desire to improve their self-image (62 percent), with some of them saying they felt more self-conscious about their appearance after breast reconstruction, according to the study to be presented Sunday at the annual meeting of the American Society of Plastic Surgeons (ASPS), in San Diego.

Most of the women said they had a higher level of body image satisfaction after cosmetic surgery, but 28 percent said they did not experience an improvement.


Because this study was presented at a medical meeting, the data and conclusions should be viewed as preliminary until published in a peer-reviewed journal.


"Breast reconstruction is transformative in many ways. When a woman faces the prospect of losing a breast, one of the most gratifying things plastic surgeons can offer is the ability to help reconstruct the breast and possibly improve her appearance and restore her self-confidence," study co-author Dr. Liza Wu said in an ASPS news release.


Wu said it's important to note that many women who have breast reconstruction do not go on to have cosmetic procedures. "But for those that deem it an appropriate choice, cosmetic surgery can improve body image satisfaction and may help to further meet their needs and expectations," she said.

Health News - Child Obesity Interventions?Is Change in BMI a ...

New Rochelle, NY ? Body mass index (BMI) or a change in BMI is often the sole measure used to evaluate whether an intervention intended to combat childhood obesity is effective. But a new study clearly shows that an intervention can have beneficial effects on other health outcomes, such as cardiovascular fitness, regardless of its effect on BMI. Focusing on a single factor like the degree of BMI change is restrictive and can overlook other important outcomes, according to an article published in Childhood Obesity, a peer-reviewed journal from Mary Ann Liebert, Inc., publishers.

Maria Kolotourou and a team of authors involved in the Mind, Exercise, Nutrition?Do It! (MEND) trial from University of London, University College London, and Mytime MEND gathered data from a group of obese children before they participated in the MEND childhood obesity intervention and again at 6- and 12-month follow-up intervals. The researchers measured BMI, degree of change in BMI, waist circumference, cardiovascular fitness, physical activity, sedentary behaviors, and self-esteem.

In the article ?Is BMI Alone a Sufficient Outcome to Evaluate Interventions for Child Obesity?? the authors report improvements, in several of the parameters measured, independent of whether a child?s BMI decreased, increased, or remained the same.

?Good interventions aimed at helping overweight children lose weight should be equally directed at helping them to find health. This article suggests that health benefits may be seen independent of weight change, per se, and we are thus better served by evaluation strategies that encompass an array of relevant and important measures,? says David L. Katz, MD, MPH, Editor-in-Chief of Childhood Obesity and Director of Yale University?s Prevention Research Center.

?She wants to show up like Heidi Klum and have everyone marvel at how fast she lost weight,? one source told Us Weekly. ?She won?t leave the house until she?s thinner.?

So far the reality star has lost 20 of the 50 pounds she gained while carrying North West and that?s without even exercising.

Kanye?s boo was instructed to take it easy for five weeks after pregnancy so extraneous workouts are out of the picture for the new mom.

What?s also out of the picture, for now anyway, is makeup.

Kim explained that her man loves when she goes all natural so she?s been trying to push the beauty products aside every now and then.

Kim told FeelUnique.com that while Yeezy loves when she dresses up, he would prefer her to keep makeup to a minimum and she is doing her best to give Mr. West what he wants.

?The cutest, absolute cutest baby ever,? she told Access Hollywood hosts Billy Bush and Kit Hoover on Tuesday.

She also pointed out that the public won?t be seeing any photos of the new baby any time soon.

?She?s not even ready to be out in the world with germs and around people,? LaLa said about Kim?s daughter. ?As a mom your protective instinct comes in before anything else.?

Of course, we all know it?s more than just germs keeping baby North away from the spotlight. As her famous daddy said, ?It?s my baby, not America?s.?

Museum in China shut over fake artefacts

A museum in northern China has been closed down by local authorities after many of its artefacts were revealed to be fakes.

The Jibaozhai Museum opened in 2010 in the city of Jizhou in Hebei Province, costing 540 million yuan (?5.8 million) to develop. Its twelve exhibition halls were initially deemed a patriotic education centre and was given a respectable ?Grade 3A Tourist Attraction Rating?.

But the dubious credibility of its artefacts was brought to public attention when Ma Boyong, a Beijing-based writer, visited the museum and published his scepticism online along with pictures of the exhibits.?

In one of the pictures, a vase ? which the museum claimed to be a Qing dynasty relic ? was decorated with bright green cartoon animals, including what appears to be a smiling octopus.

Other items are displayed as having been signed by the legendary Yellow Emperor, who according to tradition reigned in the 27th century BC. However the signature uses the simplified Chinese characters introduced by the Communist Party in 1949, the Shanghai Daily newspaper reported.

Attention was also drawn to a five-colour porcelain vase which the museum recorded as dating from the 8th century Tang Dynasty, despite the fact that the technique used to create it was not invented until hundreds of years later.

Wei Yingjun, chief consultant at the Jibaozhai Museum, reportedly said he could only be sure of the authenticity of around 80 of the museum?s 40,000 objects. Its deputy curator Shao Baoming was more confident, arguing that ?at least half of the exhibits? are legitimate.

David J. Neal: SEC?s Mike Slive takes aim at NCAA

?Secession,? a word often associated with the South in our nation?s history, starts with ?SEC.? I couldn?t help thinking about that as Southeastern Conference commissioner Mike Slive fired on the NCAA during his Tuesday remarks at SEC Media Days in Hoover, Ala.

Oh, Slive said the NCAA would still have the SEC?s support as the overall governing body of collegiate sports. Then, he followed with words that made that sound like the vote of confidence or the declaration of love before the divorce.

?We have supported and will continue to support the NCAA as the appropriate governing organization for intercollegiate athletics, but at the same time, however, we will continue to push for changes we believe are in the best interest of our student-athletes,? he said.

?The NCAA has not been successful in meeting the full cost of attendance of our student-athletes. ? Conferences and their member institutions must be allowed to meet the needs of their student-athletes,? he continued. ?In recent conversations with my commissioner colleagues, there appears to be a willingness to support a meaningful solution to this important change.?

Now, Slive is not exactly fighting for the working man?s rights out of a deep admiration for John L. Lewis or Eugene V. Debs. The areas the SEC dominates in recruiting, especially for football, include some of the poorest, least educated areas of the country. College is where many of us learned how to stretch a dollar, often one sent from home. SEC football and basketball teams are filled with kids who don?t have a dollar to stretch.

That?s how you lose athletes who can perpetuate your rule on the field. You can also lose athletes who might have no other shot at an education and upward mobility. That doesn?t help them. Nor does it help your school?s Academic Progress Rate, which could drop enough to cause the NCAA to start swinging the switch on your program?s behind.

Of course, Slive wondered about the NCAA?s basic structure. Again, sounds like someone who wants a new government.

?For example, what changes need to be made to the NCAA structure to provide significant roles for the stakeholders, the presidents, chancellors, athletic directors, institutional administrators, conference administrators, and coaches?? he asked. ?What is the proper role, function and composition and size of the NCAA Board of Directors? Do we need all of the services provided by the NCAA?s national office, its many committees and task forces, or are some of these services better provided elsewhere?

?And how do we streamline the NCAA committee and legislative processes to provide leaders and visionaries who will ensure the NCAA?s future??

People with juice rarely get up in public and ask questions that start with ?Do we need all ??? unless they already have thought about it and concluded the entity in question is superfluous.

The SEC dominates the most lucrative (and, occasionally, profitable) sport, the highest profile sport, the sport that has driven so much of the conference jumping the past few years. Their teams make for good TV, too. Alabama, Florida, LSU, South Carolina (under Steve Spurrier) and Georgia inspire feelings, one way or another, in a way that, say, Ohio State doesn?t (outside of Michigan).

This irresistibly titled College Football Playoff won?t eliminate the simple fact that, like rich unincorporated areas of a financially troubled county, a few conferences draw the major bucks in football and basketball. And it has been suggested that, sooner or later, the schools in those conferences will and should secede from the NCAA.

In fact, one of the folks doing the suggesting over the past couple of years is Kentucky coach John Calipari, head of the SEC?s premier basketball program.

So perhaps this will be a day worth remembering a few years down the road when sports page headlines across the country read ?THE NCAA IS DISSOLVED.?

(AP) ? Mock condolences arriving by text message in Iran announce the political "death" of President Mahmoud Ahmadinejad. Memorial services, the joke continues, are planned at the United Nations in tribute to his swaggering style each year in New York.

The satire may bring smirks from the many foes Ahmadinejad has racked up over eight years in office, stemming from several high-profile feuds with the ruling clerics and one disputed re-election. But no one is truly counting Ahmadinejad out of Iran's political future, which could face some bumpy times as he decides his next moves and his opponents plot possible payback.

One way or another, the combative and polarizing aura of the soon-to-be former president is not going to dissipate once his centrist successor, Hasan Rouhani, is sworn in Aug. 4.

Ahmadinejad has remained evasive on his post-presidential plans. Speculation, however, is fanning out in several directions, including media boss and freelance statesman. A trip to Iraq this week ? one of his last major moments in the spotlight as president ? will be watched closely for clues on his next moves.

"The only thing that's certain at this point is that Ahmadinejad and his team are just not going to pack up and go away," said Rasool Nafisi, an Iranian affairs analyst at Strayer University in Virginia. "Iran's political system has to be prepared for that."

This is what makes Ahmadinejad's departure such a potential shock to Iran's system.

Since turbulent shakeouts immediately after the 1979 Islamic Revolution, Iran's other former presidents have remained rooted in the system. Ayatollah Ali Khamenei, who left the presidency in 1989, rose to become supreme leader. His successor, Akbar Hashemi Rafsanjani, took posts within the ruling clerics. Even reformist Mohammad Khatami was careful not to fight back too hard over sweeping crackdowns on the opposition and some of the freedoms he helped engineer.

But Ahmadinejad is the kind of high-profile figure Iran has rarely seen before: He has essentially become a political orphan.

The ruling establishment holds a powerful grudge over his maverick-style challenges to Khamenei's authority to set policies and pick key Cabinet posts, which left Ahmadinejad severely weakened in recent years. Liberals long ago rejected Ahmadinejad's firebrand ways, which included anti-Israeli diatribes and questions over the Holocaust that also hammered his image in the West. And many former conservative backers drifted away when it became a loyalty test or either Ahmadinejad or the supreme leader.

This leaves Ahmadinejad with a small cadre of allies and pockets of supporters around the country ? mainly poor and rural Iranians grateful for his government's monthly handouts.

How he may leverage this remaining clout "is very difficult to predict," said Ali Bigdeli, a professor in international relations in Tehran's Beheshti University.

One intriguing hint was given last week by his closest aide, Esfandiar Rahim Mashaei, who said it was "likely" Ahmadinejad could launch a media outlet.

"We are not considering formation of a political party," said Mashaei, who was barred by the ruling clerics from the ballot in June's election as part of the high-level fallout against Ahmadinejad. "But the media can be effective. The society needs media."

He gave no other clues, but any media venture would certainly meet stiff resistance from the ruling theocracy and the powerful Revolutionary Guard, which hold influence over a host of news services, TV stations and newspapers.

"Ahmadinejad is very interested remaining in the media spotlight," said Hamid Reza Shokouhi, editor of the pro-reform Mardomsalari daily. "He will use it as a tool to return him or any close ally to power."

Some pro-Ahmadinejad sources also have floated the idea he would establish an aid-giving foundation known as "Bahar," or "Spring," as a way to maintain his populist image and keep alive options for a comeback bid in 2017. Iran's presidents must leave office after two consecutive terms, but it's possible to return after a political hiatus ? as Rafsanjani tried in 2005 in his surprise loss to Ahmadinejad.

Ahmadinejad, meanwhile, has not slowed down even as Rouhani prepares to take over. He has kept up a steady pace of speeches, ribbon-cuttings and trips. It suggests he wants to keep his statesman image sharp for possible independent outreach and attempts at keeping a voice in Iranian affairs.

On Thursday, Ahmadinejad plans to begin a two-day trip to neighboring Iraq, where Shiite power Iran carries important influence with the government of Prime Minister Nouri al-Maliki. He also is scheduled to visit the Shiite religious center of Najaf, an important power base and source of potential funds for Ahmadinejad.

Yet other challenges await Ahmadinejad once he leaves office.

In early June, a criminal court summoned Ahmadinejad over a lawsuit filed by the country's parliament speaker and a parliamentary committee. There have been no further details, but Ahmadinejad and the speaker, Ali Larijani, have waged political feuds for years. In February, Ahmadinejad released a barely audible video that purported to show discussion over bribes that included Larijani's brother.

Behrouz Shojaei, a columnist in several pro-reform newspapers, believes more legal salvos over his presidency may come as "indirect punishment" for battling the supreme leader.

"However much Ahmadinejad may resist, though, there is the reality that he will no longer be president and the world's attention will shift to his successor," said the professor, Nafisi. "It began happening the moment Rouhani was elected."

When Ahmadinejad returned earlier this month from a trip to Moscow, only a small group of supporters came to Tehran's airport to welcome him. In the past, hundreds of people often crowded similar arrivals home.

Meanwhile, Rouhani has been embraced by Iran's fast-moving street culture in ways never open to Ahmadinejad.

The phrase "Rouhani, mochakerim," or "Thank you, Rouhani," has become a catchall term for hope, achievements and complaints about Iran's sanctions-shattered economy. It's also a backhanded way for Ahmadinejad's opponents to bid him goodbye.

The quip first surfaced just days after the June 14 election when Iran's soccer team qualified for the 2014 World Cup after beating South Korea. It then went viral on Farsi websites.

This month, a hip-hop audio clip carried the refrain "Rouhani, mochakerim." The Tehran weekly, Hamshahri Javan, printed many of the Internet messages in graffiti style on its front page. One pointed out the major economic challenges ahead: "Inflation declined to zero, Rouhani, mochakerim." On Sunday, Iran's Central Bank put the inflation rate at nearly 36 percent.

Later, one blog post tried to put some perspective on the transition from Ahmadinejad to Rouhani.

"We ask Rouhani to explain to the people that he is a president," it said, "not Harry Potter."

ROME (AP) ? Italian police confiscated unidentified substances Monday in a raid on the hotel where Jamaican sprinters Asafa Powell and Sherone Simpson were staying, after each tested positive for banned stimulants.

Rooms of the athletes and physical trainer Christopher Xuereb of Canada were searched and drugs and supplements were seized, Udine police captain Antonio Pisapia told The Associated Press.

Pisapia said it was unclear if the substances were illegal, and that they were being analyzed.

``We are examining the substances now,'' Pisapia said. ``No arrests have been made and nobody has been placed under investigation.''

The raid took place at the Fra i Pini hotel in Lignano Sabbiadoro in northeastern Italy.

Powell, a former world-record holder at 100 meters, and Simpson tested positive for the stimulant oxilofrine at the Jamaican championships last month, their agent said Sunday.

The police captain with the specialized NAS unit added that Powell and Simpson were informed of the positive tests Saturday morning.

The raid came in stark contrast to the warm reception that the runners generally receive in Lignano, and the town's mayor, Luca Fanotto, recommended ``caution'' before drawing conclusions.

``The Jamaican team has chosen the sports facilities of Lignano Sabbiadoro as their training base for years and they never forget to thank the city from podiums all over the world,'' Fanotto said in a statement.

A local meet is scheduled for Tuesday in Lignano, and the Jamaicans had been scheduled to compete as they do most years. But neither Powell or Simpson was on start lists released Monday.

The news of the positive tests for Powell and Simpson came the same day that American 100-meter record holder Tyson Gay revealed that he also failed a doping test.

Powell was the last man to hold the 100-meter world record before Usain Bolt broke it in 2008. He also helped the Jamaicans to the 400-meter relay gold medal at the 2008 Olympics.

Simpson won Olympic gold in the women's 400 relay in 2004 and silver in 2012, along with an individual silver in the 100 in 2008.

The doping positives come a month after another Jamaican Olympic champion, Veronica Campbell-Brown, tested positive for a banned diuretic.

(AP) ? Neighborhood watch volunteer George Zimmerman was cleared of all charges Saturday in the shooting of Trayvon Martin, the unarmed black teenager whose killing unleashed furious debate across the U.S. over racial profiling, self-defense and equal justice.

Zimmerman, 29, blinked and barely smiled when the verdict was announced. He could have been convicted of second-degree murder or manslaughter. But the jury of six women, all but one of them white, reached a verdict of not guilty.

Martin's mother and father were not in the courtroom when the verdict was read; supporters of his family who had gathered outside yelled "No! No!" upon learning of the not-guilty verdict.

The teen's father, Tracy, reacted on Twitter: "Even though I am broken hearted my faith is unshattered I WILL ALWAYS LOVE MY BABY TRAY."

Trayvon Martin's brother, Jahvaris Fulton, said simply: "Et tu America?" ? a reference to the Latin phrase "Et tu, Brute?" known as an expression of betrayal.

The jurors considered nearly three weeks of often wildly conflicting testimony over who was the aggressor on the rainy night the 17-year-old was shot while walking through the gated townhouse community where he was staying and where Zimmerman lived. None of the witnesses who were called had a clear view of their encounter.

Defense attorneys said the case was classic self-defense, claiming Martin knocked Zimmerman down and was slamming the older man's head against the concrete sidewalk when Zimmerman fired his gun.

"We're ecstatic with the results," defense attorney Mark O'Mara after the verdict. "George Zimmerman was never guilty of anything except protecting himself in self-defense."

Another member of his defense team, Don West, said he was "thrilled this jury kept this tragedy from becoming a travesty."

Prosecutors called Zimmerman a liar and portrayed him was a "wannabe cop" vigilante who had grown frustrated by break-ins in his neighborhood committed primarily by young black men. Zimmerman assumed Martin was up to no good and took the law into his own hands, prosecutors said.

State Attorney Angela Corey said after the verdict that she believed second-degree murder was the appropriate charge because Zimmerman's mindset "fit the bill of second-degree murder."

"We charged what we believed we could prove," Corey said.

The jurors' names have not been made public, and they declined to speak to the news media.

As the verdict drew near, police and city leaders in the Orlando suburb of Sanford and other parts of Florida said they were taking precautions against the possibility of mass protests or unrest in the event of an acquittal.

Martin family attorney Benjamin Crump acknowledged the disappointment of Trayvon Martin's supporters, ranking the teen alongside civil rights heroes Medgar Evers and Emmett Till in the history of the fight for equal justice.

But he urged them not to resort to violence.

"For Trayvon to rest in peace, we must all be peaceful," he said.

O'Mara, Zimmerman's attorney, said his client is aware he has to be cautious and protective of his safety.

"There still is a fringe element that wants revenge," O'Mara said. "They won't listen to a verdict of not guilty."

The verdict came a year and a half after civil rights protesters angrily demanded Zimmerman be prosecuted. That anger appeared to return Saturday night outside the courthouse, at least for some who had been following the case.

Rosie Barron, 50, and Andrew Perkins, 55, both black residents of Sanford, stood in the parking lot of the courthouse and wept.

"I at least thought he was going to get something, something," Barron said.

Added her brother: "How the hell did they find him not guilty?"

Perkins was so upset he was shaking. "He killed somebody and got away with murder," Perkins shouted, looking in the direction of the courthouse. "He ain't getting no probation or nothing."

Issuing a statement from New York, civil rights leader the Rev. Al Sharpton called the not-guilty verdict "a slap in the face to the American people but it is only the first round in the pursuit of justice."

"We intend to ask the Department of Justice to move forward as they did in the Rodney King case and we will closely monitor the civil case against Mr. Zimmerman," Sharpton said, adding that he will travel to Florida in the next few days.

Several Zimmerman supporters also were outside the courthouse, including a brother and sister quietly rejoicing that Zimmerman was acquitted. Both thought the jury made the right decision in finding Zimmerman not guilty ? they felt that Zimmerman killed Martin in self-defense.

Cindy Lenzen, 50, of Casslebury, and her brother, 52-year-old Chris Bay, stood watching the protesters chant slogans such as, "the whole system's guilty."

Lenzen and Bay ? who are white ? called the entire case "a tragedy," especially for Zimmerman.

"It's a tragedy that he's going to suffer for the rest of his life," Bay said. "No one wins either way. This is going to be a recurring nightmare in his mind every night."

Meanwhile, authorities in Martin's hometown of Miami said the streets were quiet, with no indication of problems. The neighborhood where Martin's father lives in Miami Gardens was equally quiet.

Zimmerman wasn't arrested for 44 days after the Feb. 26, 2012, shooting as police in Sanford insisted that Florida's Stand Your Ground law on self-defense prohibited them from bringing charges. Florida gives people wide latitude to use deadly force if they fear death or bodily harm.

Martin's parents, along with civil rights leaders such as Sharpton and the Rev. Jesse Jackson, argued that Zimmerman ? who identifies himself as Hispanic ? had racially profiled their son. And they accused investigators of dragging their feet because Martin was a black teenager.

Before a special prosecutor assigned to the case ordered Zimmerman's arrest, thousands of protesters gathered in Sanford, Miami, New York and elsewhere, many wearing hoodies like the one Martin had on the night he died. They also carried Skittles and a can of iced tea, items Martin had in his pocket. President Barack Obama weighed in, saying that if he had a son, "he'd look like Trayvon."

Despite the racially charged nature of the case, race was barely mentioned at the trial.

"This case has never been about race or the right to bear arms," Corey said. "We believe this case all along was about boundaries, and George Zimmerman exceeded those boundaries."

One of the few mentions of race came from witness Rachel Jeantel, the Miami teen who was talking to Martin by phone moments before he was shot. She testified that he described being followed by a "creepy-ass cracker" as he walked through the neighborhood.

Jeantel gave some of the trial's most riveting testimony. She said she overheard Martin demand, "What are you following me for?" and then yell, "Get off! Get off!" before his cellphone went dead.

The jurors had to sort out clashing testimony from 56 witnesses in all, including police, neighbors, friends and family members.

For example, witnesses who got fleeting glimpses of the fight in the darkness gave differing accounts of who was on top. And Martin's parents and Zimmerman's parents both claimed that the person heard screaming for help in the background of a neighbor's 911 call was their son. Numerous other relatives and friends weighed in, too, as the recording was played over and over in court. Zimmerman had cuts and scrapes on his face and the back of his head, but prosecutors suggested the injuries were not serious.

To secure a second-degree murder conviction, prosecutors had to convince the jury that Zimmerman acted with a "depraved" state of mind ? that is, with ill will, hatred or spite. Prosecutors said he demonstrated that when he muttered, "F------ punks. These a-------. They always get away" during a call to police as he watched Martin walk through his neighborhood.

To win a manslaughter conviction, prosecutors had to convince the jury only that Zimmerman killed without lawful justification.

Merkel wants tough EU line on Internet firms after spying outcry

BERLIN (Reuters) - Chancellor Angela Merkel vowed on Sunday to push for tougher EU data protection rules and force Internet firms to be more open as she tried to reassure voters before a September election about intrusive snooping by U.S. intelligence in Germany.

In an interview with ARD television, Merkel also said she expected the United States to stick to German laws in future, the closest she has come to acknowledging that its spying techniques may have breached German rules.

The question of how much Merkel and her government knew about reports of intrusive surveillance by the U.S. National Security Agency in Germany has touched a raw nerve and could yet affect the outcome of September's election.

Merkel said tighter European rules were needed.

"Germany will make clear that we want Internet firms to tell us in Europe who they are giving data to," she told ARD.

"We have a great data protection law. But if Facebook is registered in Ireland, then Irish law is valid, and therefore we need unified European rules," she said, adding that people were rightly worried about what happened to data outside Germany.

"Germany will take a strict position," she said.

Last month, U.S. officials confirmed the existence of an electronic spying operation codenamed PRISM. Former U.S. spy agency contractor Edward Snowden said it collects data from European and other users of Google, Facebook, Skype and other U.S. companies.

In a separate leak, the United States was accused of eavesdropping on EU and German offices and officials.

Merkel clearly pointed the finger at the United States.

"I expect a clear commitment from the U.S. government that in future they will stick to German law," she said.

SENSITIVE SUBJECT

Government snooping is a particularly sensitive subject in Germany due to the heavy surveillance of citizens practiced in the communist East and under Hitler's Nazis. A magazine report last week saying German spies were colluding with the NSA caused outrage.

Merkel dispatched her interior minister to Washington last week to get answers on the spying but he has been derided by opposition parties for failing to present any U.S. assurances or concessions.

The scandal is turning into an election issue and Merkel, tipped to win a third term, needs to make sure she does not give the impression that she knew more than she has let on.

Her opposition Social Democrat rival Peer Steinbrueck accused Merkel of failing to live up to her oath.

"Mrs. Merkel swore the oath of office to protect the German people from harm. Now it emerges that German citizens' basic rights were massively abused," he told the newspaper Bild am Sonntag. "I have a different view of protecting the people from harm."

Merkel said the means did not always justify the ends.

"We are fighting a war on terrorism but not everything that is technically possible ... must be carried out," she said.

She also backed calls from some of her cabinet ministers to add a protocol on data protection to an existing United Nations agreement on civil and political rights.

In the wide-ranging interview, Merkel also defended her economic record, citing low unemployment and high tax revenues, and attacked opposition plans to raise taxes on the rich.

"If you talk about raising taxes, it causes uncertainty among people and firms, and it is not necessarily the case that if you increase taxes you get higher revenues," she said.

She also said her government had been "very transparent" in spelling out the risks to voters of the euro crisis, and that a great deal had been done to stabilize the euro.

Prostate cancer found in half of men over 60 at time of death

Half of men over the age of 60 who were studied posthumously were found to have prostate cancer even though they died of other causes, a new study out of Mount Sinai Hospital shows.

The study shows that a large proportion of prostate cancer tumours are in fact not life-threatening, Dr. Alexandre Zlotta said Friday.

Results show there should be an improved screening method which would detect the disease based on clinical significance and level of aggressiveness instead of screening for all forms of this cancer.

The findings also say the common use of prostate-specific antigen testing for the disease increases the risk of detecting low-risk prostate cancers and leads to unnecessary treatments.

?In North America, men with clinically significant prostate cancer are offered radical treatment usually in the form of surgery or radiation and there are heavy personal tolls to these treatments,? Zlotta said. ?But our study shows that in Japan, despite completely different lifestyles, despite a much lower incidence of clinically detected prostate cancer, and a much lower mortality rate due to prostate cancer compared to men in North America, Asian men have similar prevalence of the disease, but they aren?t dying from it.?

Caucasian men in Russia, who share the same characteristics as men in North America, such as a high-fat diet and reduced sun exposure, were used in the study.

The study also researched Asian men in Japan, who generally have a lower death rate from prostate cancer than men in North America as they eat healthier diets.

By studying two different populations, the research showed that the differences in incidence and mortality rates, and in genetics and lifestyle factors, the likelihood of prostate cancer was similar in both Caucasian and Asian men.

The prostate cancer in Asian men was actually more aggressive but they actually died from other factors.

The medical community needs to reexamine the definitions of ?clinically unimportant? and ?clinically significant? prostate cancer, Zlotta said.

?The study emphasizes the importance of understanding how many men in North America over a certain age harbour the latent form of prostate cancer, as this population is often over-diagnosed and over-treated, potentially leading to major side effects that affect lifestyle and personal well-being,? he said.

Mayor Rob Ford thinks Toronto residents are ready to pay more taxes, taxes, taxes to fund subways, subways, subways ? or at least the Scarborough subway extension.

Toronto?s tax-phobic mayor committed Friday to supporting a tax increase to make good on his campaign promise to build a subway to Scarborough provided the provincial and federal governments also agree to open their wallets.

?I?ve been very clear on my position on subways since Day One, I support the people of Scarborough and the people of Scarborough want subways,? Ford said at an afternoon press conference at the Etobicoke Civic Centre.

?I am pleased with the province?s willingness to amend the master agreement and help build a Scarborough subway.?

Ford?s comments came as the city manager?s report on Scarborough rapid transit outlined the choice for council next week ? either accept the fully-funded Scarborough LRT as the Scarborough RT replacement or push ahead with extending the Bloor-Danforth line by agreeing to fund the difference through a tax hike, development charges and begging the federal government for funding.

?We all know new subways come with a price,? Ford said.

But he stopped short of endorsing a 1.1% to 2.4% tax hike over three years to fund the added cost.

?I?ve told the city manager I can support a minimum ? minimum ? minimum tax increase of 0.25% starting in 2015 to build these subways.

?Folks, as you know I?m the last, last person to ever push for any tax increase but I call this an investment. I?ve been fighting hard since I was elected in 2000 ... to keep taxes low as possible but I also know that this investment is the beginning of great things to happen out in Scarborough.?

He said the hike would only work out to $5 a household.

?There is not one person in Scarborough that said they?re not willing to pay $5 a household to build subways ? that?s what it comes down to ... that?s our share,? Ford said.

Any further tax hike was too much, Ford argued.

?The people obviously can?t afford it,? he said.

Ford said he will be meeting with federal Finance Minister Jim Flaherty on Saturday and Ontario Transportation Minister Glen Murray on Monday morning ? ahead of the council meeting set to start Tuesday.

Ford said the feds ?have to come to the table? with ?millions? and stressed the province needs to provide the $1.8 billion it had slated for the Scarborough LRT and ?not a dime less.

?I need the province to stay to the $1.8 billion or the deal is dead,? he said. ?I?m not here to play games.?

Winston-Salem church struck by lightning

Winston-Salem fire crews responded Thursday night to a church fire after a lightning strike.

It occurred at United Baptist Church in the 5800 block of Murray Road.

Several fire units responded to the scene. The fire occurred in the church's attic.

No one was inside the building when the fire broke out. Someone driving by saw the fire and called 911, officials told WXII.

There were no injuries reported. The fire was under control within a few minutes.

China Economic Watch | Oversupply of College Graduates ...

Summer heat is spreading, but the labor market in China remains cold. 6.99 mn college graduates, a historical high, are set to leave school and enter the labor markets soon. However, only 35% of graduates had managed to secure a job by April, compared to 47% by April in 2012. This tough figure implies that two thirds of graduates might be facing unemployment. According to the ?2013 College Graduating Students Job Hunting Report? by Zhaopin.com, companies in Shanghai received on average 101 resumes?for each job opening, compared to 69 in last year. The figure is 96 in Beijing, 115 in Guangzhou, 109 in Shenzhen and 102 in Suzhou. Adding to this problem, the number of college graduates hit a historical high of 6.99 mn this year. Since colleges in China started their enrollment expansion, total admission grew from 1.6 mn in 1999 to 2.12 mn in 2003, 6.57 mn in 2010, 6.85 mn in 2012, and 7 mn in 2013, representing an annual growth rate of 11.83%, a figure higher than China?s GDP growth. The mismatch trend will continue and even intensify for the coming years, likely to leading to rising unemployment in urban China.

The increasing difficulty for college graduates in the job market is caused by multiple factors, including distorted job expectations toward openings at the public sector and SOEs, structural labor mismatch across sectors and regions, and a larger mismatch between the national education system and labor demand.

Twisted job expectations toward openings at the public sector and SOEs

Becoming a ?public servant has become the most popular choice for college graduates, as these jobs are stable, well-paid, and powerful. For example, there are 20,839 openings for public servants opening this year, but 1.12 mn applicants took the qualification exam, representing a 1.87% acceptance rate, compared with 6.29% in 2003. The number of students taking the public servant entrance exam has grown by a factor of 10 over the past decade, outpacing the growth of college graduates which tripled during the same period. The proportion of public servant applicants to total graduates rose from 4.1% in 2003 to 14.1% in 2012.

Influence of the government is also enormous in non public sectors. State-Owned Enterprises (SOEs), often with monopolistic positions, offer a semi-public servant choice. Jobs at SOEs often offer good wages and benefits with high job security. The average yearly salary in SOEs amounts RMB 48,357 compared with RMB 28,752 in non-SOEs in 2012. This gap persists across all sectors; the annual wage gap between state and non-state enterprises in Scientific Research is the largest, followed by Mining and Electricity & Gas sectors.

Apart from higher wages, SOEs? employees also enjoy great benefits, so-called ?invisible income?, including a wide spectrum ofs allowances and subsidies, generous medical packages, better access to high quality education, and subsidized housing. For example, many SOEs? contribution to an employee?s housing fund could reach up to 20% of their salary, compared with 5% as the minimum requirement in most non-SOEs. Besides wage and benefits, pension schemes at SOEs are another attraction. Dual pension schemes prevail in China, that is, two different schemes are applied to SOEs and non-state employees. For non-state firms, a retired worker can get monthly pension at 20% of the local average wage in the year before retirement, plus 1/120 of his/her accumulated individual contribution to the pension account conditional on 15 consecutive years of pension contribution. For SOEs, their pension is financed by the Ministry of Finance, the same as for public servanst; therefore a retired worker can get 80%-100% of his pre-retirement salary. According to the ?China Health and Retirement Longitudinal Study? by the National School of Development at Peking University, the medium of annual pensions for government or SOE retirees is RMB 24,000 per year compared to RMB 18,000 for the private firm retirees.

Compensation and job security advantages in SOEs have become a magnet to college graduates, as a result, many graduates would rather stay home if they are not able to secure a position at a SOE. In Qingdao in 2012, the applicants for one position at SOEs was as high as 113, compared to only 45 for non SOEs.

Structural labor mismatch across sectors and regions

The fast growing financial sector offers the highest pay in the market. As of December 2011, the average annual wage of employees in financial institutions was RMB 81,109, compared that of RMB 41,799 for all firms and RMB 36,665 for manufacturing companies.

Therefore various financial institutions including banks, insurance, investment banks and funds as well as highly leveraged real estate developers have become the top choices for college graduates and among the hottest majors in the colleges. To cater the rising demand, colleges and universities have offered more and more financial related majors and courses, exceeding the demand for these skills the market. For example, the total number of graduates majoring in Economics & Finance & Management in 2011 reached 397,000, far beyond the 167,000 graduates majoring in Engineering & Technology. As a global manufacturing powerhouse, China has kept strong appetite for talent in these fields especially given efforts to move up the technology value china ?and increase productivity. However, overcrowded financial and financial related sectors have been hollowing out of manufacturing sectors by draining capital, talents and resources, which has intensified concerns over unsustainable economic growth.

Besides sector?s mismatches, regional mismatches are another concern. Most graduates prefer well developed east region, leading to a labor shortage in westerns region have rapid development labor. The demand/supply ratio in the west rose to 1.16, comparing with 1.09 in the east and 1.08 in the center, and the trend is likely to continue in the coming years along with acceleration of urbanization of China.

Mismatch between national education structure and labor demand

China?s education system has developed rapidly with a surge in college graduates especially after the government?s college expansion scheme starting in 1999. China?s families generally put high expectations on kids and therefore push them to attend higher education. A college degree is treated a necessity for most families as long as they can afford it. As a result, the number of college graduates jumped to 2.12 mn in 2003, after the first round of the college expansion scheme, from 1.6 mn in 1999. College graduates doubled for the next three years hitting 4.13 mn in 2006, and then kept growing, reaching up to 7 mn this year.

China?s economy has maintained a large manufacturing base despite fast growth in service sectors in recent years. The manufacturing sector currently accounts for 45% of China?s total GDP and 30% of total employment. Labor market samples ?in 103 major cities in China reveal that there were 2.23 mn job openings in the manufacturing sector, or 36.5% of total job openings in March 2013, compared with 0.93 mn in 2006. Openings at SOEs have kept quite steady for the past 7 years, ranging from 0.16 mn in 2007, 0.12 mn in 2008, 0.19 mn in 2011, 0.13 mn in 2010, 0.11 mn in 2011 and 2012, and most recently 0.13 mn in 1Q13.

The excess of college-educated workers has created a structural mismatch in the labor market leading to an oversupply of college graduates and a shortage of vocational and technical school graduates. It can be observed that the oversupply of college graduates has lasted about a decade. The supply of college graduates from educational system has exceeded labor demand from corporate side since 2006, exceeding the oversupply vocational and technical school graduates in 2009, and remained negative through the present. In contrast, as indicated by positive demand-supply gap, demand for vocational and technical school graduates has grown rapidly and entered a labor shortage period in 2011.

German model as a valuable reference

The German industrial model is frequently taken as an example of durable success making the country the locomotive of the Euro zone in terms of exports and growth. The reasons for this success lie with the original structure and dynamism of the so-called Mittelstand, made up by innovative medium and large-sized companies. They represent 50% of total private investment, 72% of private employment and 80% of apprenticeships in Germany. ?Apprenticeship and the strong ties between companies and the universities are at the heart of the success as they foster productivity and innovation.

The major factors behind the success of the German model are as follows:

  • Dual German model of education offers classroom and theoretical education as well as on-the-job vocational training.
  • Early entrance on the job market is fostered with a valorization of technical and industrial careers. German business leaders have often climbed up the ranks of their company from a simple position of intern to the top management. Youth unemployment is much lower in Germany compared to other European countries.
  • The best interns or employees are rewarded with engineering scholarships funded by the company
  • German companies do not hesitate to relocate low value-added activities to lower cost countries, but always keep the most innovative aspects of production in Germany. Keeping high value added production in Germany is a way to foster development of engineers? competences.
  • Continuous skill development is also a mark of the Mittelstand. Most of the continuous training in Germany is provided and paid for by the company, and takes place inside the plant. In this context, the learning-by-doing process is very important.
  • Industry ? university ties are particularly strong in Germany. It brings jobs to students and innovation to the companies. Education and training are designed to meet the needs of companies. Companies and universities form local clusters which are fundamental in fostering competitiveness.
  • Flexibility of employees and family culture. The German Mittelstand has a continuity-based approach of employment. In a context of low activity, employees keep their job but also accept lower volumes of hours worked. They therefore not lose their skills and at the same time take their new free-time as an opportunity to build-up skills. The company and employee have a family approach towards the company, with a cooperative approach to defend the same project.

In sum, the German industrial model provides a valuable reference for China in terms of the adequacy of the educational system amid its strong ties with the German economy.
