Businesses against extending the tolls on the Crescent City Connection will make their case during a news conference this morning outside the bridge's headquarters. More than 130 firms, mainly on the West Bank, are set to discuss their position on why voters should reject a referendum Nov. 6 that would allow the tolls to continue beyond?their?December expiration date.

Voters in Orleans, Jefferson and Plaquemines parishes are being asked to allow the tolls to continue for 20 years. East bank-bound motorists pay 40 cents with a toll tag and a $1 cash to cross the bridge. The tolls generate $21 million annually.

Another article explains why author Ian Fleming chose the name James Bond for his hero (Fleming wanted an ordinary sounding name), and the fifth article analyses the various soundtracks composed for the 23 films.

The Bond splash shows just how much the newspaper has changed.

Since taking it over in 2007, editor-in-chief Gian Maria Vian has slowly transformed it from a newspaper critics said could compete with sleeping pills to one that follows current events, trends and show business as well as Church business.

Pope Benedict gave Vian a mandate to rejuvenate the 151-year-old mouthpiece of the Holy See when he appointed him.

Other changes have included more articles by women, more international cover, a reader-friendly layout and typeface.

But James Bond has changed with the times and so has the Vatican newspaper.

Its influence is disproportionate to its tiny print circulation of just 15,000, which is smaller than that of some American university dailies.

An editorial reflecting the Vatican's position on something quickly reverberates around the world when it is picked up by the mainstream media.

It gets tens of thousands of hits on its internet site each day, which it publishes in seven languages, and recently it started publishing a monthly edition written exclusively by women.

Speaking of women, the newspaper also praises the character "M", the female head of MI6 in the latest Bond film.

It says "M," played by Judi Dench, shows the "the fragility of a woman who hides behind the cold mask of the boss of the powerful MI6, rendering her less distant and more appealing".

Obama to visit storm victims as campaign rolls on

WASHINGTON (AP) ? President Barack Obama put campaign battleground travel on hold to tour the ravaged New Jersey coast Wednesday, while under-the-wire campaigning resumed in swing state Florida that is critical to Republican Mitt Romney's victory plan.

Obama is emphasizing his incumbent's role for a third straight day, skipping voter contact in the handful of states that will decide the election to visit victims of Hurricane Sandy around Atlantic City in a state he's confident of winning. Obama planned to resume campaign travel Thursday with gusto, making stops in Nevada, Colorado and Wisconsin.

The president's actions have forced Romney to walk a careful line and make tough choices. The former Massachusetts governor must show respect for the superstorm's casualties all along the Eastern Seaboard. But Romney can ill afford to waste a minute of campaign time, with the contest virtually deadlocked in several key states and the election six days away.

Florida is among the most closely fought and the biggest prize among the swing states, with 29 electoral votes. Without victory in Florida, Romney will have an uphill and limited path to electoral victory.

Romney has stops scheduled with former Gov. Jeb Bush and Sen. Marco Rubio in some of the most populous areas of the state ? Tampa, Jacksonville and Coral Gables in the Miami area. The Obama campaign dispatched Vice President Joe Biden to play defense in Florida Wednesday, with stops in smaller more conservative markets of Sarasota and Ocala aimed at narrowing the margin where Republicans usually fare well.

GOP running mate Paul Ryan was campaigning across his home state of Wisconsin Wednesday before planning to take his children trick or treating. Wisconsin is part of the Romney-Ryan campaign's eleventh-hour strategy of trying to put Democratic-leaning states in play and forcing Obama to shift resources to areas he has expected to win.

After tamping down his partisan tone Tuesday at an Ohio event that chiefly emphasized victims' relief, Romney planned a full-blown return to the trail Wednesday. Sandy largely spared Florida, so Romney calculates he can campaign there without appearing callous.

Obama's revised schedule is a political gamble, too. Rather than use the campaign's final Wednesday to woo voters in tossup states, he will go before cameras with New Jersey's Republican governor, Chris Christie. Christie is one of Romney's most prominent supporters, and a frequent Obama critic. But Christie praised Obama's handling of superstorm Sandy, a political twist the president's visit is sure to underscore.

Obama also took full advantage of incumbency Tuesday. He visited the Red Cross near the White House to commiserate with victims and encourage aid workers. "This is a tough time for millions of people," the president said. "But America is tougher."

While Obama and Romney moved cautiously Tuesday, their campaigns exchanged sharp words in Ohio and expanded their operations into three Democratic-leaning states, a move that will reshape the contest's final six days.

Romney's campaign is running ads in Minnesota and Pennsylvania, and a pro-Romney group is doing the same in Michigan. Obama was leading in all three, but his campaign is taking the threat seriously. It sent former President Bill Clinton to Minnesota on Tuesday and it is buying airtime in all three states, although senior Obama adviser David Axelrod flatly said they are safe.

"I will shave off my mustache of 40 years if we lose any of those three states," Axelrod said in an appearance on MSNBC's "Morning Joe."

Republican strategists differ on the Romney campaign's thinking. Some think Romney's aides fear losing all-important Ohio, and they hope for a stunning last-minute breakthrough elsewhere to compensate. Others say the GOP camp has so much money ? and so few chances to buy useful airtime in saturated states ? that it can spend millions of dollars on a long shot without scrimping in a battleground.

"If they didn't have so much money, they wouldn't be able to do something with so little chance of success," said Democratic strategist Tad Devine.

Another sign that Ohio looms large for the Romney campaign: a guest-filled rally in suburban Cincinnati on Friday to kick off the campaign's final four days. Set to join the GOP ticket are golf legend Jack Nicklaus, former Secretary of State Condoleezza Rice, Texas Gov. Rick Perry and former New York City Mayor Rudy Giuliani.

Meanwhile, Democratic groups bitterly complained about a TV ad the Romney camp is running in the Toledo and Youngstown areas of Ohio. The ad suggests that Jeep will move its Toledo car-making facility to China, a claim Jeep executives deny.

Democrats called the ad a brazen lie and a sign of desperation. Even some Republicans worried that Romney has gone too far in a state where voters follow the auto industry closely.

Stocks rebound on China data, Boeing earnings

Updated at 9:40 a.m. ET: Stocks advanced Wednesday, rebounding from a sharp decline one day earlier when the Dow suffered its biggest drop in four months, after data from China and Boeing earnings eased concerns about sluggish global growth.

The China HSBC Flash Manufacturing Purchasing Managers Index (PMI) showed that growth shrank for a 12th straight month in October, but output was at a three-month high of 49.1 and order books at their most robust since April, signaling a strengthening recovery.

The data offset some concerns triggered by the Markit's composite Purchasing Managers Index, which showed Germany's private sector shrank for a sixth month in October.

Boeing Co shares climbed after the commercial jet and defense giant reported earnings and raised its full-year 2012 outlook.

"With few bits of information that can motivate investors to begin buying again, when you consider you have the election coming up, you have the fiscal cliff and the problems that remain in Europe and China, you are just not getting enough good news to avoid air pockets like we've had the last couple of days," said Rick Meckler, president of investment firm LibertyView Capital Management in Jersey City, New Jersey.

"For the market to really tick up, you are going to need to a few very positive or at least some positive forecasts."

Corporate profits will remain in focus after declines on Tuesday. There has been a series of disappointments in the earnings reported so far, particularly in the results of large multinationals.

A total of 43 S&P 500 companies are scheduled to report earnings on Wednesday.

AT&T Inc posted third-quarter revenue that was below analysts' expectations, but its earnings increased from a year earlier.

Dow Chemical Co, the largest chemical maker in the United States, said Tuesday it would cut 5 percent of its workforce and shut 20 plants to counter a slowing global economy.

Eli Lilly and Co reported quarterly earnings and sales below Wall Street expectations, hurt by higher taxes and generic competition for its Zyprexa schizophrenia drug.

EMC Corp slumped after the data-storage equipment maker reported third-quarter earnings that missed analysts' expectations.

With results in from 29 percent of S&P 500 companies, 37 percent have exceeded revenue forecasts, far below the 62 percent average, and just 57.2 percent of the S&P 500 names reporting so far have beaten earnings forecasts, according to Thomson Reuters data through Tuesday morning.

The current reporting season has seen the lowest percentage of companies exceeding estimates since the fourth quarter of 2001.

(AP) ? Those who follow Apple believe they have figured out most of the particulars of a smaller iPad expected to be revealed on Tuesday. One big question remains, though: What will it cost?

Apple hasn't said anything about the device, but the veil of secrecy it throws over unreleased products has been a see-through affair this year. Most of the details of the iPhone 5 were known well in advance of its launch a month ago.

In the case of the "iPad Mini" (the real name is not known), tech bloggers and analysts expect a device with a screen measuring 7.85 inches on the diagonal, making it about half the size of the regular iPad. It would be slightly larger than the 7-inch tablets it's presumably designed to compete with, including Amazon.com Inc.'s Kindle Fire and Google Inc.'s Nexus 7.

The Kindle Fire starts at $159, and the Nexus 7 at $199. Meanwhile, Apple sells the iPad 2 for $399 and the 4-inch iPod Touch for $199. Company watchers are pegging the price of the smaller iPad somewhere in between.

Most of the guesses range from $249 to $299, but the blog 9to5Mac said Monday that the price would be $329. That would make the iPad Mini twice the price of the cheapest Kindle Fire and leave plenty of room for other manufacturers to snap up value shoppers this holiday season. The blog did not disclose its source and has had a mixed record in predicting details on unreleased Apple products.

Analysts such as Brian White of Topeka Capital Markets believe that Apple will also sell a step-up version of the iPad Mini, one with the ability to access 4G cellular networks for an additional monthly fee. That's a feature the cheaper, 7-inch tablets don't have.

Apple is holding the presentation at a theater in San Jose, Calif., starting at 10 a.m. PDT (1 p.m. EDT). The company typically starts selling a new phone or iPad a week or two after announcing it. But it could treat the new iPad as a minor product update, in which case it could start selling it right after the announcement.

Apple has sold 84 million iPads since their debut in April 2010. One of the first competitors to appear was a Samsung tablet with a 7-inch screen. Apple's late founder, Steve Jobs, made a rare appearance at an October 2010 conference call with analysts ? his last ? to deride the concept.

"The reason we wouldn't make a 7-inch tablet isn't because we don't want to hit a price point. It's because we don't think you can make a great tablet with a 7-inch screen," Jobs said. "The 7-inch tablets are tweeners, too big to compete with a smartphone and too small to compete with an iPad."

He said the resolution of the display could be increased to make up for the smaller size, but that would be "meaningless, unless your tablet also includes sandpaper, so that the user can sand down their fingers to around one quarter of the present size."

"There are clear limits of how close you can physically place elements on a touch screen before users cannot reliably tap, flick or pinch them. This is one of the key reasons we think the 10-inch screen size is the minimum size required to create great tablet apps," he said.

Jobs didn't mention that Apple has had great success developing software that used taps, flicks and pinches on the iPhone, with a screen one quarter of the size he was attacking.

Jobs, who died last October, had strong opinions, but he also changed his mind frequently. The production of a smaller iPad would not be the first time Apple has made a product that Jobs initially dismissed as ridiculous.

In an internal email sent in January 2011, Apple senior vice president Eddy Cue said that a 7-inch tablet would work well and that Jobs was starting to come around to the idea. The email surfaced as part of Apple's patent trial against Samsung Electronics Co. this year.

Apart from the smaller iPad, Apple is also expected to refresh some other products. There's speculation that the MacBook will come in a version with a 13-inch, high-resolution "Retina" screen. The 15-inch MacBook got an option for a Retina screen this summer.

FALLING: Steve Spurrier doesn't like unproductive quarterbacks, and he got on Conner Shaw after the 44-11 loss at Florida. Spurrier didn't like that Shaw "was running all over the place." Dylan Thompson played the second half, and Spurrier didn't name a starter going forward.

RISING: Penn State's Bill O'Brien is getting buzz as a top national coach of the year candidate, and the Nittany Lions are getting better by the week. They walloped Iowa 38-14 at Iowa City, setting up this week's showdown with Ohio State at Happy Valley.

FALLING: Northwestern coughed up a 12-point fourth quarter lead and fell at home to Nebraska 29-28 as the Cornhuskers avenged one of their most disappointing losses of 2011. The Wildcats surrendered two touchdowns in the final six minutes.

Pac-12

RISING: Has Matt Barkley moved into second in the Heisman chase? He completed 20 of 21 passes for 298 yards and six touchdowns against lowly Colorado. Barkley now owns the Pac-12 record for scoring passes at 102. Top target Robert Woods caught eight passes for 132 yards.

FALLING: California's fade continues. The Golden Bears lost the Big Game to Stanford and need to win three of their final four games to become bowl eligible.

Kofi Annan: 'I'm Dead Certain' Military ... - News From Antiwar.com

Former Secretary General of the United Nations Kofi Annan warned in an interview that will air on Sunday, that military intervention in Syria by the major powers will not work and ?will make the situation much worse.?

On his CNN show, Fareed Zakaria asked Annan, who recently served as UN envoy to Syria in an attempt to reach a negotiated settlement to stop the bloody civil conflict, whether military intervention could work as a solution.

?I?m dead certain it will not work,? Annan said. ?It will make the situation much worse.?

?First of all, Libya ? people refer to Libya as an example. Syria is not Libya.?Syria is located in one of the most volatile regions of the world. Syria is next to Iraq, next to Lebanon, where we have had major problems.?And in a region where you have all sorts of jihadist elements, and as we know they?ve been crossing into Syria. And because of the nature of Syrian society, which is a mosaic.?

Annan also derided the claims among some in the major powers that ?something? or some kind of intervention must be done in order to stem the violence.

These are the same groups of people, he said, ?that propagated the idea that any attempt to mediate gives Assad more time to kill.? This ?is a piece of unmitigated nonsense,? adding that statements to this effect from GOP vice presidential contender Paul Ryan were ?dead wrong.?

Annan has voiced these views before. All the way back in March, he warned not only against direct military intervention, but also against foreign meddling and arming of insurgent and rebel groups by various countries.

Early this month, Syrian officials reiterated similar arguments. In a speech at the UN, the Syrian Deputy Prime Minister, Walid Al-Moualem said,??the success of any international effort requires, in addition to the commitment of the Syrian Government, committing the states supporting armed groups in my country, particularly Turkey, Saudi Arabia, Qatar, Libya and others, to stop arming, funding, training and harbouring armed terrorist groups, and instead to encourage dialogue and renounce violence.?

Annan?s views are compatible with what?Prof.?Eva Bellin and Prof. Peter Krause?in the Middle East Brief from Brandeis University?found in their study?of the Syria situation: ?The distillation of historical experience with civil war and insurgency, along with a sober reckoning of conditions on the ground in Syria, make clear that limited intervention of this sort will not serve the moral impulse that animates it. To the contrary, it is more likely to amplify the harm that it seeks to eliminate by prolonging a hurting stalemate.?

UW & CSU Delay Ranch Sale Amid Lawsuit

A lawsuit is postponing plans by both the University of Wyoming Foundation and the Colorado State University Foundation to sell a ranch they jointly own in southeast Wyoming.

The foundations announced the postponement Friday, saying the lawsuit could affect the marketability of the Y Cross Ranch. ?Unsealing of the bids on the ranch had been scheduled for Nov. 13 and now will wait until the lawsuit?s resolution.

Denver philanthropist Amy Davis sued last month. ?The Y Cross had belonged to Davis? family before she donated it to the foundations in 1997.

Davis wants a court to rescind the gift agreement and establish a trust to ensure that the ranch is used for agriculture education. ?Foundation officials say the ranch wasn?t a practical place for learning and say the sale would fund agriculture scholarships.

American Internet users can expect to start seeing notifications from their Internet service providers if they trade files on peer-to-peer networks.???

A blog post by Jill Lesser, executive director of the Center for Copyright Information, revealed the long-awaited Copyright Alert System (CAS) will begin "in the coming weeks" and provided some details about the partnership with ISPs to deter subscribers from infringement over peer-to-peer networks.

ISPs to Roll Out Copyright Alert Systems This Year, CCI's New Executive Director Says

In the coming weeks, participating ISPs will launch its version of the CAS. Each system allows content owners to send infringement notices to subscribers via the ISP. When infringing activity continues, CAS will send "enhanced alerts" that vary by ISP but range from a requirement that a subscriber review educational material to temporary throttling of the subscriber's Internet speed.

The CCI member companies include the RIAA, the MPAA and five major Internet service providers: Verizon, AT&T, Comcast, Cablevision and Time Warner Cable.

Consumers and critics may find some comfort in the steps the CCI has taken to ensure fairness. For starters, unlike anti-piracy efforts in other countries, CAS is not a "strikeout" program that will result in termination of an account. In addition, CCI has retained Stroz Friedberg to ensure MarkMonitor's system for identifying alleged infringement is accurate and works properly.

The CAS is the result of a 2011 memorandum of understanding between a group of U.S. Internet service providers, the MPAA and the RIAA that outlined the system for alerting subscribers of their infringing behavior and educating them on alternatives. Lesser was hired as executive director in April. She was previously Deputy Director of Public Policy and Director of the Civic Media Project at the advocacy group People for the American Way.

Computers and Technology: Computer Security In Today's Society ...

Advances in computer technology is a double-edged sword. On one hand, it affords us quick and easy access to numerous conveniences such as bank statements, favorite shopping centers, school and health records, and more. On the other hand, it can also grant the same access to those who aren't supposed to get it. Although it's a rare occurrence, hacking has become the biggest criminal nuisance in computer history.

Make no bones about it. There's nothing innocent or cute about the hacker. Today's hackers aren't the pimply-faced teen rebels that you might be thinking of. Instead, this generation of hackers are grown individuals who are more than likely earning a living by stealing the identities of innocent, law abiding individuals and then selling those identities to others who want to slip by the system. And the only protection against these seedy people is prevention.

Computer security couldn't be more important than it is today and that's why we've taken the time to introduce it to you. You can reduce the probability of experiencing identity theft by making your computer as hacker-proof as possible. All that's needed is a little software and a lot of common sense.

1. Install an anti-virus/anti-spyware program. Anti-virus/anti-spyware software will stop malicious code from downloading and installing onto your computer while you peruse the Internet. Known as viruses, worms, or spyware, this malicious code can destroy important files and render your computer good for only one thing: sending sensitive data back to the server of an identity thief.

2. Don't store sensitive data on your computer in the first place. Should your computer get infected with a virus, worm, or piece of spyware, you can thwart the individuals responsible by not storing your personal information on your PC so that when and if your computer does send back data - it won't be anything valuable. Hackers look for things like full names, social security numbers, phone numbers, home addresses, work-related information, and credit card numbers. If these things aren't saved onto a computer, there's nothing critical to worry about other than restoring your computer to a non-virus condition.

3. Don't open files without scanning them with an anti-virus/anti-spyware program. In the past, the warning was to avoid opening files from people that you don't know. Today it's really not safe to open files from anyone (without scanning the files) because that's how viruses get spread - through files - even by mistake. So even though your co-worker may have emailed a funny video, it's no more safe to open than a video downloaded from a complete stranger. Be safe and scan each and every file you download from the Internet or receive through email regardless of where it came from.

4. Create a barrier between your computer and prying eyes. Anti-virus/anti-spyware programs are only effective after the effect. But you can prevent identity theft from occurring by installing a firewall. A firewall is software that checks all data entering and exiting a computer and it then blocks that which doesn't meet specified security criteria (user-defined rules).1

(AP) ? Newsweek will end its print publication after 80 years and shift to an all-digital format in early 2013.

Its last U.S. print edition will be its Dec. 31 issue. The paper version of Newsweek is the latest casualty of a changing world where readers get more of their information from websites, tablets and smartphones. It's also an environment in which advertisers are looking for less expensive alternatives online.

Newsweeklies have been in an especially tough spot at a time when people don't want to wait a week to read commentary and news digests of big stories, given a flood of instant content available online.

The announcement of the change was made Thursday by Tina Brown, editor-in-chief and founder of The Newsweek Daily Beast Co, and Baba Shetty, its CEO. Job cuts are expected.

"In our judgment, we have reached a tipping point at which we can most efficiently and effectively reach our readers in all-digital format," Brown and Shetty said on The Daily Beast website.

Newsweek's decision does not come as a surprise. Barry Diller, the head of the company that owns Newsweek, announced in July that the publication was examining its future as a weekly print magazine. Diller said then that producing a weekly news magazine in print form wasn't easy.

Newsweek isn't the first to drop its print product. US News & World Report dropped its weekly print edition years ago and now focuses on the Web and special print editions, such as a guide to best graduate schools. SmartMoney announced in June that it was going all-digital. Dow Jones & Co., a unit of News Corp., said at the time that 25 positions at SmartMoney would be eliminated.

Brown said staff cuts at Newsweek are expected, but didn't give a specific figure. She also said that Newsweek's editorial and print operations would be streamlined in the U.S. and abroad.

Newsweek's print edition has been losing relevancy over the years as readers flocked to new, digital sources for news. It did become a conversation piece last month when a cover essay, "Muslim Rage: How I Survived It, How We Can End It," spawned a huge response on Twitter. Newsweek had invited Twitter users to write about the subject using the hashtag "MuslimRage." But most people, many of them Muslim, mocked the subject instead of adopting the article's serious tone. Newsweek, for its part, took the jabs in stride and said its covers and hashtags spark debate on big topics.

Newsweek hasn't been doing well for years. Mounting losses prompted The Washington Post Co. in 2010 to sell Newsweek for $1 to stereo equipment magnate Sidney Harman. Harman died the following year.

Before he died, he placed Newsweek into a joint venture with IAC/InterActiveCorp's The Daily Beast website in an effort to trim the magazine's losses and widen its online audience.

Brown and Shetty said the all-digital publication will be called Newsweek Global and will be a single, worldwide edition that requires a paid subscription. It will be available for tablets and website reading, with certain content available on The Daily Beast website.

"We are transitioning Newsweek, not saying goodbye to it," they wrote.

Fed officials offer divergent views on inflation risks

(Reuters) - Federal Reserve officials offered divergent opinions on Monday about the correct stance for monetary policy, pitting a hawk against a dove over the inflation risk posed by the central bank's massive efforts to buoy U.S. growth.

The Fed, which meets to review policy next week, in September announced a third round of quantitative easing and pledged to keep interest rates near zero until mid-2015 in an effort to underwrite a durable economic upswing.

Anti-inflation hawks were outnumbered by the doves on the Fed's policy-setting committee, who view inflation as a distant threat in the face of tepid U.S. growth and high levels of joblessness, plus other gauges of economic slack.

"If we were to see some good news on growth I would not expect us to respond in a hasty manner," said William Dudley, president of the New York Federal Reserve and a close ally of Fed Chairman Ben Bernanke.

U.S. retail sales notched a brisk 1.1 percent gain last month, data released earlier on Monday showed, as Americans bought more goods in an upbeat sign of economic activity.

That news, which promised faster economic growth ahead, followed a sharp drop in unemployment last month to 7.8 percent, which brought the rate below 8 percent for the first time in 3-1/2 years, although it remains high by historic standards.

Dudley, a voting member of the Fed's policy setting committee, also told the National Association for Business Economics at an event in New York on Monday that fears the Fed's extraordinary stimulus steps will cause financial asset bubbles or inflation were misplaced.

He said the Fed's ability to adjust the interest it pays banks to park funds there - called interest on excess reserves, or IOER - "means we can keep inflation in check regardless of the size of our balance sheet."

The Fed last month announced a new open-ended bond buying plan of $40 billion in mortgage debt purchases per month until it sees a significant improvement in labor market conditions.

This follows purchases of $2.3 trillion since interest rates were lowered to near-zero in late 2008, which has ballooned the size of the Fed's balance sheet to $2.81 trillion.

2ND QTR SLOWDOWN TRANSITORY - LACKER

That sanguine view of the inflation risk posed by the Fed's actions was disputed by Richmond Federal Reserve President Jeffrey Lacker, who dissented against the policy easing last month and voiced concern about the impact on price stability.

"The behavior of inflation is fundamentally attributable to the actions of the central bank, while growth and labor market conditions are affected by a wide variety of factors," he told a business conference in Roanoke, Virginia.

Lacker said that while the Fed had the tools - in theory - that would allow it to shrink the balance sheet and lean against inflation, the exercise had never been conducted in real-life, sounding a note of skepticism over how confident policymakers should be that they can do so when the time comes.

He also voiced doubt that the U.S. economy was really running so far beneath its so-called trend growth rate, and that there is not much more monetary policy can do at the moment to spur the economy.

"Simply observing a high unemployment rate does not imply that the Fed's monetary policy is failing to comply with its congressional mandate, nor does it necessarily mean that monetary policy needs to do more to achieve its goals," he said.

Congress has given the Fed a dual mandate to seek maximum employment and stable prices.

Some economists argue that U.S. growth will remain very subdued for several more years in the aftermath of the housing collapse that caused the recession and say the Fed has limited ability to alter this outlook.

Lacker said the recent pattern of employment growth, with 146,000 jobs per month added in the third quarter, suggested a slowdown earlier in the year had been transitory.

Lacker said the Fed's guidance that it will keep rates low until at least mid-2015 could send the wrong message.

"It could be misinterpreted as meaning that the Committee believes the economy will be weaker than people had thought. By itself, that could have a dampening effect on current activity, which is not what was intended," he said.

U.S. growth cooled in the second quarter to 1.3 percent, and forecasters do not think the economy will manage a pace any faster than 2 percent for the rest of the year, although most see it picking up somewhat in 2013.

St. Louis Fed chief James Bullard raised his next year growth estimate to 3.5 percent, from a previous call of a pace above 3 percent. He told the Missouri Council on Economic Education that he saw unemployment dropping toward 7 percent over the course of the year, the St. Louis Fed said.

But U.S. growth has repeatedly undershot forecasts as it has gradually recovered from a severe recession in 2007-2009, and Dudley cited this experience for a reason why policy "needed to be still more aggressive," as well as to guard against shocks.

Connecticut's two casinos each lost more than $5 million on slots in September amid mounting out-of-state gambling competition.

Foxwoods Resort Casino in Mashantucket said Monday it generated $46.3 million in slot revenues in September, a 13 percent decrease from the $53.2 million in slots revenue in the same month last year.

Mohegan Sun resort casino in the Uncasville section of Montville also reported Monday generating $54.7 million in slot revenues last month, a 9 percent decrease from the $59.8 million in slots revenue a year earlier.

The two casinos have been losing slots revenue steadily over the past decade as the slumping economy caused overall gambling revenues to drop and more casinos have popped up on the landscape in the Northeast.

Foxwoods and Mohegan Sun were the only two casinos in the Northeast when they opened, but they now face competition in New York, Rhode Island, and Maine, with Massachusetts looking to add its own casinos in the next few years.

Slots revenues is the only revenue stream the casinos are required by Connecticut law to report, but they also generate money from includes table games, hotels, restaurants, live entertainment, and shopping. As gaming revenues have declined, Mohegan Sun and Foxwoods have adjusted their businesses. Foxwoods restructured its $2.2 billion in debt, which was signed off by creditors on Monday; and Mohegan laid off more than 300 employees in September.

As part of their agreement to operate in Connecticut, the casinos give more than 25 percent of their slots revenues to the state government general fund. In September, Mohegan gave $13.7 million while Foxwoods gave $11.8 million.
