Los Angeles plans to charge families of electrocuted Good Samaritans

Los Angeles still plans to bill families of Irma Zamora and Stacey Schreiber (Yahoo News composite. Original images??The families of two Good Samaritans who were electrocuted after racing to the scene of a car wreck will still be charged for ambulance fees by the city of Los Angeles.

On August 22, Irma Zamora and Stacey Schreiber died after rushing to the scene of a car wreck. Four others were also injured in the incident, after an estimated 4,800 volts of power flowing from a snapped streetlight fixture made contact with water spewing from a broken fire hydrant at the scene of the car accident.

Earlier it was reported that city officials might find a way to waive the fees, which are estimated to be around $1,000 per person. The four other injured victims will also reportedly be billed for emergency services.

LAist reports that City Councilman Paul Krekorian is holding a press conference on Thursday during which he will announce plans to help raise funds for the victims' families.

"No one who puts themselves in harm's way should have to struggle to pay the bills that accrue as a result of their altruism," Krekorian said in a statement.

City fire officials say they do not have the power to circumvent municipal codes and waive the mandatory paramedic fees, even in cases during which a citizen is accidentally injured or killed.

Rights group: investigate Palestinian police abuse

JERUSALEM (AP) ? An American rights group is calling on the Palestinian Authority to investigate incidents where police beat protesters in the West Bank.

The New York-based Human Rights Watch said in two incidents, Palestinian police beat Palestinian demonstrators in the West Bank city of Ramallah in June and July. The group said six people were hospitalized.

The group said Palestinian officials conducted four inquiries but did not prosecute any of the police involved.

Palestinian security spokesman Adnan Damiri said Monday that some police were punished by their superiors but declined to say how many or how they were punished. He said none of the protesters filed complaints.

Activists charge that beatings and torture by Palestinian security agencies are common.

I like to evaluate people based on their entire life, their entire career, and (what) they stand for. He loves his wife, he's got six children. I believe he's a good man. He's now in a very, very difficult spot."

Asus boosts the audio on this computer as a selling point because it has "Bang & Olufsen ICEpower" audio. In our testing, we found the audio quality to be fantastic for a laptop computer. NEW YORK (Reuters) - Americans in Utah, Mississippi, Alabama, Tennessee, South Carolina and Idaho gave the highest percentage of their income to charities in 2008, according to a report released on Monday analyzing the most recent comprehensive data from the Internal Revenue Service.

With two of the top states home to large Mormon populations and seven others comprising the so-called Bible Belt of heavily Protestant Christian states, rates of charitable giving appeared linked to religion, the report said.

"Religion has a big influence on giving patterns. Regions of the country that are deeply religious are more generous than those that are not," the Chronicle said in a written summary of the findings.

Residents in Utah, where the Church of Jesus Christ of Latter-day Saints is centered in the United States, donated 10.6 percent of money left over after paying taxes and essential expenses, or discretionary income, according to the report.

In Idaho, also known for its large Mormon community, residents gave 6.4 percent of their discretionary income, compared with 2.5 percent in New Hampshire and 2.8 percent in Maine, the bottom two states.

Other top charity givers were southern states such as Mississippi where residents gave 7.2 percent and Alabama, where households gave 7.1 percent. Tennesseans donated on average 6.6 percent and South Carolinians gave 6.4 percent.

Excluding religious donations, New York would move up from the 18th place to second place and Pennsylvania would be in fourth place instead of 40th, the report said. Households in the Northeast donated 1.4 percent of their discretionary income to secular charities whereas in the South households give 0.9 percent.

The report found that households earning $50,000 to $75,000 gave an average of 7.6 percent of their discretionary income to charity while those making $100,000 or more gave an average of 4.2 percent of their income.

The report was based on IRS data taken from those who earned at least $50,000 in 2008.

Vulture has learned that Fox is developing a new comedy series at Sony Pictures Television with Easy A director Will Gluck and writer Sam Laybourne (Cougar Town, Arrested Development) on board to get the show ready to launch in 2013.

Plot details on the series are slim, but it?s reportedly inspired by Fox?s own life. Word on the street is all the major networks are going crazy in a bidding war to get ahold of this series, and a automatic pilot production deal is very likely. But even more crazy is the buzz that it might be big enough to get a straight to series order, something that is a rarity on network television these days.

The kind of attention surrounding the new comedy isn?t all that surprising considering that Fox?s career on television is almost as big as his film career. Spin City was a revered comedy in its heyday, and it actually earned Fox an Emmy nomination four years in a row, with a win to wrap up his final season on the series. In addition, Fox was a staple of the classic family sitcom Family Ties, not to mention other phenomenal guest spots on Scrubs and Boston Legal.

The question is just how much of Fox?s real life will be injected into this series. I wouldn?t be surprised to see a show about a father struggling with the afflictions of Parkinson?s disease, and it might even be a fictionalized version of himself, working in entertainment. This is all speculation, but knowing how much work Fox has been doing with his own foundation to help find a cure for the debilitating disease ? including writing several memoirs that deal with his condition ? the series could be very personal.

Personally, I can?t wait to see what Fox brings to television. Spin City was one of my favorite comedy series in the ?90s, and the actor just has so much charisma and great comedic timing combined with solid dramatic chops, so I can?t help but love anything he does.?Teaming with a director like Will Gluck, who made a teenage comedy reminiscent of John Hughes, and a writer who worked on a cult comedy like Arrested Development?(and the sleeper hit comedy series Cougar Town) sounds like a great move for Fox?s return to TV. I?m betting his fans of all ages are eager to see him back in the acting game on a more regular basis. Stay tuned for more information as it becomes available.

Mexico chalks up success in health-care reforms

A revamp of Mexico?s beleaguered health-care system is proving to be a runaway success and offers a model for other nations seeking to reform their own systems, according to a review published this week in The Lancet1. The key to the scheme?s success is the way in which it has modified its reforms in response to scientific assessments of their effectiveness, the authors say.

Launched in a law in 2003, the Mexican scheme was designed to sort out widespread inefficiencies and inconsistencies in the country's health-care system. Some 50 million Mexicans ? nearly half the country?s population ? who previously were not covered by health insurance are now enrolled, leading the scheme?s architects to claim that the country has near-universal health-care coverage.

?The reform was very much motivated by the fragmentation of the system; the injustice and inequity of having where you work determine whether or not you were covered,? says Felicia Marie Knaul of the Harvard Global Equity Initiative in Boston, Massachusetts, a co-author on the review.

Determination to remove those inequalities saw the programme survive the tough economic times. ?Even through the throes of severe economic crisis, the government never stopped funding the law,? says Knaul.

At its core, the 2003 legislation set up a national health insurance programme called Seguro Popular, intended to cover everyone in Mexico who was not already covered by another programme. As well as the increased coverage, the scheme has seen the number of conditions treated under Mexican public health insurance nearly quintuple.

Former health minister Julio Frenk, who is now dean of the Harvard School of Public Health and is a co-author on the paper, says that the success is the result of two factors. First, the programme piggybacked on an existing social programme, called Oportunidades, that provides cash transfers to the poor. By having its administrators head out into slums, towns and villages with workers on Oportunidades, Seguro Popular enrolled many families that would otherwise never have known it existed. Second, Seguro Popular has been modified over its nine-year existence in response to scientific evidence on its effects on the nation?s health2, 3.

Trends in medical expenditure in Mexico between 1992 and 2010, defined as economically catastophic for a household (adding up to at least 30% of capacity to pay), or impoverishing.

?Very often evaluation is an afterthought and then it?s too late,? says Frenk. But the law explicitly included requirements to gather and act on evidence about which benefits should be covered, and how the scheme's effects should be evaluated, he notes.

Knaul and Frenk acknowledge that the system still isn?t perfect. Service at Seguro Popular clinics is often woefully poor, particularly in rural areas, and some important long-term conditions are still not covered.

One problem that needs to be addressed is the low wages that Mexican doctors receive. Despite a long history of producing top class physicians, the country on average still pays its doctors less than US$37,000, just one-quarter of the earnings of their US counterparts according to the Organisation for Economic Co-operation and Development.

?Most of us, once we finish working here, go to work in the afternoon in the private system,? says Juan Talavera, a physician with the Mexican Social Security Institute in Mexico City. ?And if people have to work in two places, they get burned out because they are working all the time.?

Syria: clashes near airport in contested Aleppo

BEIRUT (AP) ? Government troops fought back rebels near the airport of battle-scarred Aleppo, Syria's state media said Friday, in the first official acknowledgement combat had neared a strategic gateway to the country's largest city.

As fighting raged in both Aleppo and the Syrian capital Damascus, the United Nations announced that Lakhdar Brahimi, a former Algerian foreign minister and veteran U.N. diplomat, would serve as the world body's new peace envoy, aiming to resume efforts for a diplomatic solution to what has become an intractable civil war.

Brahimi, who previously served as envoy to Iraq and Afghanistan, replaces former U.N. Secretary-General Kofi Annan, who announced he would leave the post by the end of this month after failing to bring about a cease-fire despite months of negotiations.

The announcement came just as U.N. observers in Syria were beginning to pack their things on Friday in preparation to close down their mission. Deployment of the observers was one of the only steps taken under Annan's peace plan. The team was intended to watch over a cease-fire that never took hold, and so was left trying to chronicle some of the more egregious instances of bloodshed.

Both sides have "chosen the path of war," said the U.N.'s assistant secretary-general for peacekeeping, Edmond Mulet. The U.N. plans to keep a small liaison office to support any future peace efforts.

The 17-month-old conflict between President Bashar Assad's regime and rebels trying to bring him down has left some 20,000 people dead, according to estimates by anti-Assad activists. The escalating fight has in the past two months turned to battles in the country's two main cities, Damascus and Aleppo ? once firm bastions of Assad's rule. Rebels have managed to keep fighting in both cities despite facing overwhelming regime firepower.

In Damascus, activists reported heavy shelling and clashes in many areas Friday, including western districts believed to have rebel pockets. Damascus-based activist Moaz al-Shami described the shelling as "nonstop" and said gunners were firing from the Qassioun mountains overlooking the city.

Regime forces have been fighting for nearly a month to crush the rebels' footholds in Aleppo, in the north of the country. Rebels have been driven from some areas, but the report of clashes near the airport suggests the battles could be shifting to new fronts.

Syria's official SANA news agency said "armed terrorist groups" ? the regime's phrase for rebels ? had been pushed out from areas on both sides of the airport, which is located about 15 kilometers (nine miles) southeast of Aleppo's historical center. The report did not make it clear whether the fighting was closer to the international airport or the adjacent military airfield, a base for carrying out airstrikes on rebel sites in the north.

Aleppo carries major symbolic and strategic value. It's the commercial hub of northern Syria and close to rebel-held territory and critical supply corridors to the Turkish border.

Rebels have sought control of the ancient center, dominated by a medieval castle that is part of the city's UNESCO World Heritage Site. That would deal an embarrassing blow to the regime's claim that its overwhelming firepower can halt opposition advances.

"Those who think that the Syrian Arab army will be defeated are dreaming," said Syria's Foreign Minister Walid Moallem in a state TV interview late Thursday.

Civilians, meanwhile, have been increasingly caught in the crossfire, and many are fleeing to safety in nearby Turkey.

The U.N. refugee agency spokesman Adrian Edwards said 3,500 people crossed into Turkey on Tuesday and Wednesday. Edwards told reporters in Geneva there are now almost 65,000 Syrians in nine refugee camps in Turkey, about 40 percent of them new arrivals this month. In Jordan, nearly 2,700 Syrians have entered since Tuesday, swelling the numbers there to over 150,000.

Beyond the refugees who have fled to neighboring countries, the U.N.'s humanitarian chief Valerie Amos estimated that as many as 2.5 million people inside Syria need relief assistance.

The core of Assad's military and political power appears to remain in place, but major cracks have emerged in the wider reaches of his regime. They include high-level military and political defections and the ability of rebel guerrillas to stage bombings and abductions in the heart of the capital, Damascus.

French Foreign Minister Laurent Fabius, who visited Syria's neighbors Jordan and Lebanon this week, told France's Europe-1 radio Friday that he was told "there will be new defections on a large scale." He gave no other details.

Fabius also defended France's refusal to send weapons to the Syrian rebels, despite their appeals for military help. He claimed rebel backers Qatar, Saudi Arabia and others are sending arms to the rebels ? although there has been no evidence of sharply enhanced military firepower by the anti-Assad forces.

"We Europeans decided on an arms embargo," he said. "We are not going to contradict our own positions."

In Lebanon, tensions from Syria have spilled over into the volatile patchwork of factions backing the rebels and others firmly behind Assad's regime, such as the Iranian-backed militant and political group Hezbollah.

In the most prominent incident yet, a powerful Shiite Muslim clan claims to have taken more than 20 Syrian nationals and a Turk hostage in retaliation for the seizure of a family member by rebels in Syria this week. The clan said Thursday it was calling off "military operations" and would halt abductions for now.

Another captive was taken by unknown gunmen. Turkey's Foreign Ministry said a Turkish truck driver, Abdel Basit Erslan, was seized as he was driving in the Beirut suburb of Choueifat. It was unclear who was behind the abduction Thursday night.

The U.S. and Turkey issued security warnings for Lebanon.

On its website, the U.S. Embassy called on its citizens to take extra security precautions, adding that it had received reports of a higher chance of attacks on U.S. nationals. Kidnapping, it added, was another possible threat. The embassy also announced the suspension of the Fulbright and the English Language Fellow student exchange programs.

The Turkish Foreign Ministry also advised its citizens to avoid all non-essential travel to Lebanon and urged Turks already in the country to take safety precautions.

Arab Gulf countries, including Saudi Arabia, Qatar and the UAE called this week on their citizens to leave Lebanon immediately.

Staff making Wenlock and Mandeville toys say they were paid as little as six pounds a day and forced to work illegal overtime hours.

Activists in China spoke to dozens of factory workers and discovered staff were forced to work up to 120 hours overtime a month, nearly three times the legal limit. At one factory, staff had to buy their own safety masks and were fined half a day?s salary if they were five minutes late to work.

The report has been issued by Students and Scholars Against Corporate Misbehaviour (SACOM), a Hong Kong workers? rights group. SACOM also says staff were exposed to hazardous conditions in the paint spraying department. Some of the 50 workers interviewed said they left the factory constantly covered in paint and even their saliva had changed color.

During the busiest period of production for the Olympics, staff worked six day weeks for 11 to 12 hours a day, clocking up 120 hours a month in overtime ? despite Chinese labor laws stating overtime should be no longer than 36 hours a month.

7 US soldiers die in Afghan chopper crash

Updated at 10:47 a.m. ET: Seven American soldiers were killed Thursday when the Black Hawk helicopter they were traveling in?crashed in southern Afghanistan,?U.S. officials told NBC News.

Three Afghan soldiers and an Afghan interpreter were also killed, bringing the total number of dead to 11, officials said.


The crash marked another deadly day for the U.S. in Afghanistan, less than a week after six American service members were gunned down, apparently by two members of the Afghan security forces they were training to take over the fight against the insurgency as international combat troops prepare to exit the country by the end of 2014.

The helicopter was totally destroyed on impact, U.S. officials told NBC News.?It was unclear whether the helicopter was brought down by ground fire or mechanical problems, officials said.?

The recent spike in American deaths and attacks by Afghan allies have stirred fresh doubts about the prospects for the U.S. plan to leave a capable Afghan government in place when most troops depart after more than a decade of war.

Spokesman Brig. Gen Gunter Katz said the NATO coalition is investigating the cause of Thursday's crash in Shah Wali Kot, Kandahar.

Dozens killed in Afghan suicide bomber attacks

The Taliban claimed responsibility for shooting down the helicopter, saying they were able to bring down the aircraft during a raid by the "invaders."

While the Taliban often exaggerate their victories and are quick to claim any incident involving the death of foreign troops, it could be significant that they took responsibility for Thursday's crash hours before NATO announced it.

More than ten years after the beginning of the war, Afghanistan faces external pressure to reform as well as ongoing internal conflicts.

"Nobody survived this," Taliban spokesman Qari Yousef Ahmadi told The Associated Press by telephone.

Insurgent hotbed
The area where the helicopter went down is an insurgent hotbed and supply route, lying north of Kandahar city near Zabul and Uruzgan provinces.?The insurgents regularly attack police checkpoints around the rural villages of the district and plant bombs in the road to catch passing government vehicles.

Thursday's crash is the deadliest since a Turkish helicopter crashed into a house near the Afghan capital, Kabul, on March 16, killing 12 Turkish soldiers on board and four Afghan civilians on the ground, officials said.

The Taliban shot down?a CH-47 Chinook transport helicopter in August 2011, killing all 38 people on board, including 25 U.S. special operations service members.

The Sikorsky UH-60 Black Hawk is a medium-lift helicopter that has served as the U.S. Army's workhorse since the 1980s.

The U.S.-led NATO force in Afghanistan has relied heavily on utility helicopters such as the Black Hawk to ferry troops, dignitaries and supplies around the mountainous terrain, thus avoiding the threat of ambushes and roadside bombs.

5.?It?s worth recalling how Ryan became a semi-household name. It wasn?t a Republican strategy to put him forward. As Ryan Lizza?recounts?in his New Yorker profile of Ryan, it was a Democratic strategy to put Ryan forward. Ryan, he writes, ?was caught between the demands of the Republican leaders, who wanted nothing to do with his Roadmap, and his own belief that the Party had to offer a sweeping alternative vision to Obama?s. Ryan soon had an unlikely ally, in Obama himself.? While Republicans were trying to keep Ryan quiet, the Obama administration was trying to make him famous. They saw his plans as the clearest distillation of the GOP?s governing philosophy ? and they thought it would drive voters towards the Democrats. We?ll know in November whether that was a genius strategy or an epic miscalculation?

7. Ryan upends Romney?s whole strategy. Until now, Romney?s play has been very simple:?Don?t get specific. In picking Ryan, he has yoked himself to each and every one of Ryan?s specifics. For instance: Ryan has told the Congressional Budget Office that his budget will bring all federal spending outside Medicare, Medicaid and Social Security to 3.75 percent of GDP by 2050. That means defense, infrastructure, education, food safety, basic research, and food stamps ? to name just a few ? will be less than four percent of GDP in 2050. To get a sense for how unrealistic that is, Congress has never permitted defense spending to fall below three percent of GDP, and Romney has pledged that he?ll never let defense spending fall beneath four percent of GDP. It will be interesting to hear him explain away the difference.

8. It?s not just that Romney now has to defend Ryan?s budget. To some degree, that was always going to be true. What he will now have to defend is everything else Ryan has proposed. Ryan was, for instance, the key House backer of Social Security privatization. His bill,?The Social Security Personal Savings Guarantee and Prosperity Act of 2005, was so aggressive that it was?rejected?by the Bush administration. Now it?s Romney?s bill to defend. In Florida.

Like it or not, America, we?re going to be talking a lot about deficits, debt, the federal budget, and the fundamental role of government in this election.? While the Ryan pick might not be great for future bipartisanship in developing compromise deficit-reduction plans, it will sure get people talking about, and hopefully thinking more about, what they expect the government to do for them and how they are willing to pay for it.

Epic Games buys the rest of People Can Fly | Lazygamer .:: Console ...

Epic Games, having owned a large stake of the development studio People Can Fly, has bought the studio completely. People Can Fly, developers of Bulletstorm and Gears of War: Judgment, have worked together with Epic Games on numerous occasions in the last decade, most noticeably on titles such as the PC version of Gears of War.

Along with the acquisition came the news that three key developers: founder and creative director Adrian Chmielarz, lead artist Andrzej Poznansi, and principal artist Michal Kosieradzki have left People Can Fly.

Epic Games vice president Mark Rein however claimed that the departures will not have a significant negative impact on Gears of War: Judgment?s development.

Often when key developers leave studios, games go backwards from there, for example the Final Fantasy games of late after key developers left Square Enix for ventures in other platform markets such as mobile gaming. Let?s hope that it won?t be the case with Gears. Contrary to that, sometimes these departures are hardly even noticed.

Rein had also said the same about Epic Games? director of production, Rod Fergusson who left the studio to help finish Bioshock Infinite at Irrational earlier this month.

Should You Trust Online Reviews?

The Internet has fundamentally changed the way that buyers and sellers meet and interact in the marketplace. Online retailers make it cheap and easy to browse, comparison shop, and make purchases with the click of a mouse. The Web can also, in theory, make for better-informed purchases?both online and off?thanks to sites that offer crowdsourced reviews of everything from dog walkers to dentists.

In a Web-enabled world, it should be harder for careless or unscrupulous businesses to exploit consumers. Yet recent studies suggest that online reviewing is hardly a perfect consumer defense system. Researchers at Yale, Dartmouth, and USC have found evidence that hotel owners post fake reviews to boost their ratings on the site?and might even be posting negative reviews of nearby competitors.

The preponderance of online reviews speaks to their basic weakness: Because it?s essentially free to post a review, it?s all too easy to dash off thoughtless praise or criticism, or, worse, to construct deliberately misleading reviews without facing any consequences. It?s what economists (and others) refer to as the cheap-talk problem. The obvious solution is to make it more costly to post a review, but that eliminates one of the main virtues of crowdsourcing: There is much more wisdom in a crowd of millions than in select opinions of a few dozen.

Of course, that wisdom depends on reviewers giving honest feedback. A few well-publicized incidents suggest that?s not always the case. For example, when Amazon?s Canadian site accidentally revealed the identities of anonymous book reviewers in 2004, it became apparent that many reviews came from publishers and from the authors themselves.

Technological idealists, perhaps not surprisingly, see a solution to this problem in cutting-edge computer science. One widely reported study last year showed that a text-analysis algorithm proved remarkably adept at detecting made-up reviews. The researchers instructed freelance writers to put themselves in the role of a hotel marketer who has been tasked by his boss with writing a fake customer review that is flattering to the hotel. They also compiled a set of comparison TripAdvisor reviews that the study?s authors felt were likely to be genuine. Human judges could not distinguish between the real ones and the fakes. But the algorithm correctly identified the reviews as real or phony with 90 percent accuracy by picking up on subtle differences, like whether the review described specific aspects of the hotel room layout (the real ones do) or mentioned matters that were unrelated to the hotel itself, like whether the reviewer was there on vacation or business (a marker of fakes). On TripAdvisor, all you need to post fake reviews are a few phony login names and email addresses.

Differences in the overall ratings on TripAdvisor versus Expedia could simply be the result of a more sympathetic community of reviewers. (In practice, TripAdvisor?s ratings are actually lower on average.) So Mayzlin and her co-authors focus on the places where the gaps between TripAdvisor and Expedia reviews are widest. In their analysis, they looked at hotels that probably appear identical to the average traveler but have different underlying ownership or management. There are, for example, companies that own scores of franchises from hotel chains like Marriott and Hilton. Other hotels operate under these same nameplates but are independently owned. Similarly, many hotels are run on behalf of their owners by large management companies, while others are owner-managed. The average traveler is unlikely to know the difference between a Fairfield Inn owned by, say, the Pillar Hotel Group and one owned and operated by Ray Fisman. The study?s authors argue that the small owners and independents have less to lose by trying to goose their online ratings (or torpedo the ratings of their neighbors), reasoning that larger companies would be more vulnerable to punishment, censure, and loss of business if their shenanigans were uncovered. (The authors give the example of a recent case in which a manager at Ireland?s Clare Inn was caught posting fake reviews. The hotel is part of the Lynch Hotel Group, and in the wake of the fake postings, TripAdvisor removed suspicious reviews from other Lynch hotels, and unflattering media accounts of the episode generated negative PR that was shared across all Lynch properties.)?
